Create documentation for getting YouTube Credentials #15

This one should point to Google Cloud API with instructions on how to call the API to get the playlist id.

I think, for now, just a Markdown file that describes the step a user would need to do to get the 3 required identifiers to work with YouTube, the Channel Id, Playlist Id, and Api Key.
