[Feature Request] Voting Coin System #27

The idea is to implement a point system / coin system, which converts votes into points, which can then be used for autoclear and possibly other commands.

Okay nice, if you can do that. But please create a pull request, I always do that too. So I can check it and request additional changes before it goes to the main branch.
