Do any implementations support redirect-to-ip within redirect-to-vrf? #4

Adam previously noted in 2019 that Nokia's implementation didn't support redirect-to-ip in a vrf context. Juniper's current implementation doesn't support this.

If no implementation supports this compound behavior, we should remove it from the draft.
