Timothy pointed out that in many construction applications, having some sort of scaffolding or elevator which the robots will be able to traverse to move between levels of an in-progress structure is common. This is not something I've ever seen in the literature, and so would be a novel research direction. It would also mean that you would not need ramp blocks at all, and that structure specifications would not require traversability checking.
