feat: add auth and crypto stacks #317

This adds common auth and crypto Spacelift stacks to the repository. These stacks are used to manage IAM roles and KMS keys, respectively, across all Spacelift stacks (input/output variables mapping).

The network stack has been also been refactored to reduce the amount of repeated code and to get the Class B network prefix from the control stack (where it should be defined via a context).
