I decided to do this almost exactly has you've specified.

Check the page when not logged in as compared to logged in as officer/root. You should see that no matter what, there's a list of current officers at the top.

I leave it to you @Deedasmi to close this if you're happy.

Minor template change: Two columns? Don't know if it would look the best, but might look better.

Joy wants to take a stab at a major overhaul of the people page (see here), so I'll assume that's the only concern you have, that it's irrelevant if she makes her changes, and therefore close this.
