Create priority settings for issues #94

I think it would be a good idea if git offers optional priority settings to integrate that in so we can have a list of the more pressing issues to work on.

Otherwise, I would appreciate it if labels could be made for low priority, medium priority, and high priority.

Added low priority and high priority label. IMO, it can be assumed that anything with no priority label is medium priority.

If you disagree, can you make a label yourself? If not, I can make one.

Only owner can make priorities.
