the snapshot flag isn't set when deployed and snapshotting completes … #16

…- remove for now as UAT keeps resnapshotting

I always see the flag set and persisted testing locally but when deployed in GCP or in openshift this simply doesn't work

Outstanding is what to do when we timeout because we were down while the journal got behind - I'll address that in a separate PR

Not required The use of the flag and saving of the flag works fine but something else is causing restarts
