IBM i exit program #51

This exit program can be registered with the system to avoid premature deletion of journal receivers, before the connector has had a chance to fully process them.

This needs the corresponding connector changes to maintain the new tables before we merge this, but I'm creating the review now for visibility.

I've gone with a separate repo instead. I think it'll be easier for building, and it will be easier to find a built release in Github.
