The Moscona and Sastry paper looks interesting in so far that, as far as I can tell from abstract and a quick skim, that an important consideration in efforts to measure how far or close developing countries are to the technological frontier is that many technologies simply will not transfer... e.g. you cannot transfer successful green revolution technologies from one part of the world to another because these technologies are very specific to their environment.
