Python Bindings #13

Create python bindings against the C API created for #12, or alternatively directly use HID and OS level functionality to support finding and accessing the HMD and head tracker

In the python binding project there are dll's checked right into the code. It's not clear to me how to make those dll's wtih cmake. It may be good to put instructions into the python binding MD or maybe in the SDK project directly since other bindings will want to build binaries probably.
