Updated the package.json deps to the latest versions #13

This pull request updates the versions of this repo to the latest versions. Html-Webpack-Plugin was locked to '5.0.0-alpha.6' in the yarn.lock file so it's been updated to ^5.3.1. This also facilitated a change to use webpack serve from webpack-dev-server due to incompatibilities with the upgrade.
