Switch cassandra to liquibase. #21466

Overview of the feature request

Cassandraunit is unmaintained and fails on reactive. We should consider switching to liquibase.

Cassandra liquidbase driver depends on proprietary Simba driver. Is there a legal way to distribute the driver and use at CI?
