DLL release of Accord.MachineLearning.GPL.dll is bad version #76

What steps will reproduce the problem?
1. Install the Accord.NET Framework for Windows with the .exe
2. Go to install folder
3. Check in the Release folder and the dll version of the 
Accord.MachineLearning.GPL.dll and it's 2.9.0.0 instead of 2.10.0.0

What is the expected output? What do you see instead?
It should be 2.10.0.0. Also if you check the date of last modification, you see 
that it has never been rebuilded for the last release.

What version of the product are you using? On what operating system?
Windows 7

Thanks for the report! Indeed, the .GPL assembly had not been updated to use a 
new versioning mechanism I added in the previous release. However, there is a 
possibility that the package is OK, only the version number itself is wrong. If 
you are running into issues, please try to download the framework as a 
compressed archive (.rar) and use the Accord.MachineLearning.GPL.dll that can 
be found there!

Thanks for the workaround.
In fact, in the compressed archive (.rar), the version of the GPL dll is 
0.0.0.0 but it worked. When using the 2.9.0.0 version, there was a version 
clash because the GPL version was trying to use a version 2.9.0.0 of the the 
MachineLearning.DLL which was not present. Thanks!
