Should the USV stop? Find a collision-free path to another cell? Figure out how to handle this scenario...

This is not an important issue in the newest version of boustrophedon coverage. The high grid resolution and map inflation means we can navigate safely on the edge of the inflation radius if the inflation radius is sufficiently large.
