add support for RHEL9 #125

Verified on a rhel9 server. gmond client is working fine with the puppet module.

Does this need further testing? I am rolling out AlmaLinux 9 and can help test this or confirm that it is working.

A new release is blocked on https://github.com/jhoblitt/puppet-ganglia/pull/127 and the stdlib version needs a bump too.
