Add Chrome Sender API to Android Chrome #418

Chrome on Mac/Windows/Linux supports the Chrome Sender API and even the Chrome 
iOS version does (this is not mentioned in the Developers Guide, but works). 
Please add the Chrome Sender API to Android Chrome too.

Write an native Android or iOS application with sender support is not useful 
for every developer and use-case.

We have already an working vod sender solution for the Chrome Sender API which 
we want (respectively our customers) to use on Android/iOS based tablets and 
smartphones. Developing two seperate apps for Android/iOS is no option for us 
(costs, time...).

I don't see any reason why the sender api is not available with android chrome.

We are aware of the gap (desktop/iOS vs. Android), and are actively working to 
bring SDK support to Chrome for Android as well.

On Android, the lack of an extension mechanism (as is used in desktop Chrome) 
makes this more complex, and dependent on standardization efforts we've been 
involved in.  As a result, it will still take some time before we'll have this 
ready, but it is coming.
