I cannot debug the registered chromecast #619

What steps will reproduce the problem?
1.I registered my chromecast device on "Google Cast SDK Developer Console"
2.Wait half hour until "ready for testing" is shown up
3.the device ip of chromecast is 10.0.0.25. In the chrome browser, type in 
http://10.0.0.25:9222 and "go". "This webpage is not available" is shown up.

What is the expected output? What do you see instead?
- This webpage is not available. 

What version of the product are you using? On what operating system?
- Chromecast firmware version is 32904.
- My OS is Windows 8.1 (latest version)
- Chrome browser is the latest version

Please provide any additional information below.
- I access to the chromecast setting app on both PC and iPhone6, I didn't see 
the check box of "Send this Chromecast’s serial number to Google when 
checking for updates”. Please check the attachment.
