Sometimes the volume on the Chromecast goes to silent, and Chromecast apps have no volume thereafter #639

This is appearing only sometimes. We have been able to reproduce once in our 
office and our user is reporting this is happening quite commonly. 

What steps will reproduce the problem?
1. Open Haystack TV
2. Cast a Video
3. Wait until a regular video starts playing (not an ad)

What is the expected output? What do you see instead?
Expected the volume to work as normal. Instead what we see is the volume 
fluctates and then goes to silent. User is reporting after this happens that no 
other Chromecast apps have volume. User reports that after this happens has to 
restart the Chromecast to get things working again.

What version of the product are you using? On what operating system?
Seen issue on iOS8 and Android Kitkat (4.4). Chromecast Firware Version 38401

Please instruct the user(s) who are able to see this error to reproduce it, 
then file a feedback report from the Chromecast app. Make sure they prefix the 
report with the title "639 Haystack volume issue" so that we can find it easily.

I checked with the user and he emailed saying that he is no longer seeing the 
problem where the audio fluctuates and goes silent. However he is hearing 
'audio pops'. Its possible we can close this issue for now and I will open a 
new issue if we find the audio pops are due to Chromecast issues (could be on 
our side).
