QOS not showin High priority traffic when High Rules set #93

What steps will reproduce the problem?
1.vigor 2130 wit firmware v1.5.2 
2.create a new rule in QOS control list. Set to High.
3.enable "Policer Enabled" and "Shaper Enabled"
4.set "Port QOS Configuration" to High and Weighted.

What is the expected output? What do you see instead?

Expected to see Outbound status activity on High, instead I see nothing.

What version of the product are you using? On what operating system?

Windows 7 64bit
