Expanding beyond N3C: Loading other data sources #146

Overview

We're not going to be N3C-centric forever. Need to get data from variety of sources. Need way of saving it (git LFS), and ways of pushing where to go (specifically N3C for now).

Top priority is spreadsheet. If loading it in datasets.py / app.py and allowing upload (a la #147) to enclave by 2022-10-07 isn't possible, just upload using old VSAC/HCUP upload mechanism. But if it is possible, would be a huge win.
