Prefetch data where possible #449

was: Download concept set while on the load page; renaming to be more general.

Downloading the concept set when the user moves to the CSET comparison page is creating a lag time, starting the download while the user is still on the CSET search page would save time.

@Sigfried This issue is general, but don't we have a list of different types of things we need to prefetch? I think we've completed the most important prefetchings.
