libcurl timeout for ingesting large files #422

This timeout is unrelated to PHP_MAX_EXECUTION_TIME, and has to do with the mechanism in migrate module that pulls in content referenced form a URL. Figure out how to increase curl's timeout and align with PHP_MAX_EXECUTION_TIME
