Update Houdini, improving robustness to ingest process.

This PR bumps the image tags used by ISLE, which includes a set of changes to debug and improve the stability of migrations/ingests.

Specifically:

• updates the activemq image with a bugfix so that STOMP clients stay reliably connected to the broker (see here)
• adds a new container named dlq, which is configured to read messages from the ActiveMQ dead letter queue, and emit them to stderr, where greylog can pick them up. (see here)
• updates the houdini image to delete imagemagick temporary files from /tmp after processing a derivative request (see here)
• updates the houdini image with an updated ImageMagick policy file (see here)
• modifies the CI of idc-isle-dc to capture the output of the dlq service, which should contain any undeliverable messages. This may be useful for diagnostic purposes if tests fail.

Can we bump the TAG in env up to: upstream-20200824-f8d1e8e-71-g30d8b95 to bring in the policy.xml changes? That could be a separate PR, if that seems better.
