Ready for review: Costar hyper predictions on real robot #526

This is pretty much ready, just need to update my workstation to this branch and make sure I can load results correctly considering the path changes before merging to master.

Ok I was able to train with this on my workstation, it is ready to merge, unless someone wanted to do a code review for comments/clarifications of the code
