Dev Stack Update

several updates I needed to get my dev stack working

• updates RDS version
• updates lambda python runtime
• adds pip update blocks to several salt files to prevent issues with PyOpenSSL
• updates bastion ami
• updates pyyaml in a separate block to avoid distutils issue (needs ignore-installed)
• updates and pins hvac to 0.11. The 1.0 release came out last month and is currently incompatible with our vault code
• updates numpy version b/c c-header ordering changed
