Update Salt bootstrap arguments. #81

As of June 20, we can no longer build our AMIs due to https://github.com/saltstack/salt-enhancement-proposals/blob/master/accepted/0022-old-releases.md

Unsupported Salt distributions have been moved to archive.repo.saltstack.com. Add -R flag to fetch Salt distro from this location so we can still build.

Switch to merge into complete-ingest and also changed the submodule references to use the same as complete-ingest.
