Keycloak 11.0.0 #88

Upgrade Boss to use Keycloak 11.0.0.

Set core stack's new version at 3 and created post-migration to properly configure the new Keycloak 11.0.0 server. Upgraded MySQL JDBC connector to 8.0.21.

Conflict is different submodule commits for boss.
