Update to new bossDB neuroglancer.

Required testing: ONGOING

@movestill That same idea was suggested in my last PR https://github.com/jhuapl-boss/boss/pull/34

I think it makes sense, when I looked into this last time, it was a little harder than it sounded, I also believe there is a JIRA ticket for this task. If priorities line up I would be willing to do this!!!

i messed up some git stuff here.. going to re-do PR
