Create _child_terra_billing_project_add_member.Rmd

Looks like we don't have a module on adding someone to a Billing Project yet.

• Created a new module Add Member to Terra Billing Project
• Moved Create Terra Billing Project to the end of the Billing chapter, so that I could put the Terra modules together. This shows up weirdly in the diff, but it's just moving that one section to the bottom.
• Suggested a name change for consistency: _child_terra_create_billing_project.Rmd -> _child_terra_billing_project_create.Rmd

The name change will break any existing books that borrow that file. I don't think there are many, actually, so I think it'll be easy enough to update them. But I'm also okay with playing it safe and not making the change. If we do change the name, I'll go look and see what needs updating before I merge this.

Looks like I hadn't fetched the most recent version. All good, doesn't appear to exist anymore.
