Updating workflow files from OTTR_Template. A few minor bumps to newer versions 😊

@KatherineCox I realized that we added the student guide rendering to the PR/render workflows, so maybe we should keep things as is on OTTR_Template/.github/workflows/sync.yml. Let me know if anything else seems amiss here!
