Split up Bookdown and Leanpub Repos

Summary

After talking with @jtleek and @carriewright11 , we're going to start splitting up the bookdown components from the Leanpub items.

This way content development with bookdown can move forward but later on we can add Leanpub quizzes and course functionality in an incremental manner.

Every course that wants quizzes would have two repositories: If a course doesn't need quizzes or the format given by Leanpub, then it can be a standalone bookdown repo.

jhudsl/ITCR_Course_Template_Bookdown

• Has all the chapters, generally just functions as a bookdown repo
• Is a public repo
• Has a docker image to work from
• Has a CONTRIBUTING.md that specifies the bookdown bits - including to how to set up the companion leanpub repo for quizzes should the course need that.

jhudsl/ITCR_Course_Template_Leanpub

• Chapter material will be constructed from using a github actions to transfer its corresponding jhudsl/ITCR_Course_Template_Bookdown material. As a placeholder, we'd just link out to the bookdown chapters until the cogs of this machine (started on #15 are fully developed).
• Has the quizzes and thus is a private repo to protect those quizzes.
• Might need a different, but very tiny docker image (or maybe it will just be a few packages it needs so we won't need a docker image).
• Has a preview/publish to Leanpub script.
• Has a CONTRIBUTING.md that specifies the Leanpub bits

That being said, I'm going to work on converting this current repo into the bookdown focused Repo and then create a separate repo for the Leanpub pieces and transfer some items that I've been working on over there.
