code_of_conduct.md tells people to contact Jeff to report unacceptable behavior. We don't want that to be propagated to every repo that uses OTTR :)

leave the OTTR code of conduct as is, and delete it with starting-course.yml
leave the OTTR code of conduct as is, and swap it out with like we do for the README
edit the existing code of conduct to remove Jeff (and probably anything about enforcement, since that will be different for different repos/communities) and make it sufficiently general to be useful for most courses
Related, it might be good to add a point about updating code_of_conduct.md to the automatic issue templates-to-edit.md in case people want to edit it for their own repos. I think most people will just stick with what we give them (assuming we give them something), but it at least makes them aware it exists.
