The main OTTR template does not have this problem: https://github.com/jhudsl/OTTR_Template/blob/cc497be93697aaf0da9b009a68a1b71fd74c1dac/.github/workflows/docker-test.yml#L39

However, we should be on the look out for OTTR repos not having this update. I can send out a sync.
