Switch out url-checking GHA #79

RIght now we use: https://github.com/marketplace/actions/url-checker

But its been a little glitchy - it falsely says some links are broken and doesn't have a great way to supply the urls to ignore.

I think this url checking gha might be better (or at least is worth a try): https://github.com/marketplace/actions/urlchecker-action

It certainly has more input options!
