Added switch for `aws.polly` #20

This concerns packages

    analogsea cloudSimplifieR flyio redshiftTools text2speech

The present maintainer does not wish to continue to maintain these and we gather has asked for a new maintainer without any offers.

The forthcoming CRAN policy is to not allow packages to require (e.g. via Depends/Imports) orphaned packages, so we need to ask you to move these packages to Suggests and use them conditionally (see §1.1.3.1 of 'Writing R Extensions'). Please do so before Jan 31 to safely retain your package on CRAN.

For ari, aws.polly needs to be used conditionally (it is not). Please correct by the same deadline.
