update TTS voices list according to latest document #6

There are extra information for each voice now on https://docs.microsoft.com/en-us/azure/cognitive-services/speech-service/language-support#text-to-speech. Also, align the locale names with the document.

Where are you seeing the new sampling hertz?

Thanks - fixed now and I've added tests to check for this in the future.

Now the voice list API returns sampling rate for each voice. In future the voice names may change again. I'll watch and update voices when that happens. It's really cool to have automatic tests!
