JXL support #2

libjxl would be a great addition to this compressor but I also know jxl's oddifial library hasn't reached 1.0 yet so I understand this being put on hold until then.

Well at the moment no browser supports JXL: https://caniuse.com/jpegxl

Maybe I'll add it in once it gets more widespread support.
