Enhance actual url list management/evaluation. #19

As MinD is a fork of DG, we have several weaknesses and actual URL list 
processing is one of these.

We request the following developments before reach the rc1 milestone:

* Implements binary/hashed URL lists in order to hide the lists content.
* Implements a better URL evaluation algorithm.
