ZIP does not fully extract #681

Only a portion of the _raw_data directory (1499 of 1570 files) in this ZIP file 
extracts; the remainder (66715 files total) are skipped and I don't get an 
error message.

Got it, I can see there is a difference in output to unzip. Will look into it 
at some point.

This file seems to be broken, and should be reported to the creator of the 
program that made it. It is trying to store more than 65536 files in a zip file 
without using zip64 extensions, which is not valid.

I tried adding some code to work around files that are buggy in this way, so it 
should extract now.
