The Eyes-free Shell should not require a screen reader to be running. The whole
point of self-voicing apps is that third party screen readers are not required,
and making them so excludes a demographic of people who don't need a screen
reader and simply wish to have some basic speaking functionality on their
phones, or who lose screen reader access and wish to have basic spoken feedback.
