Arabic phonology rules is there (in Arabic)

Acapela-Group have a very nice engine I like Arabic(SA) - Salma too much.

Since Android 2.2 (Froyo) speech engine developers have the ability to port 
their products to the Android platform, distribute them on Android Market, and 
have them included with the available engines on devices.  They eyes-free 
project is responsible for these additions to the platform, but not for 
creating or porting engines themselves.  You should consider contacting the 
developers of this engine and seeing if they are interested in porting and 
distributing on Android.
