Why do the TalkBack plug-ins have to use the same shared user id as TalkBack service #74

in PluginManager.java, isValidPlugin() method forces the plugin to use the same 
shared user id as the Talkback service. 
If the plugin only contains speech strategy files, then the plugin shall not be 
required to be signed with the same key as the TalkBack service, right?
