[Accessibility Preferences] Talkback still speaks ringer, screen, time in silent mode

What steps will reproduce the problem?
1. Set Talkback preference for no speech when ringer is silent or vibrate
2. Put the phone in Silent Mode
3. Hit the power button to lock and then unlock the screen.

What is the expected output? What do you see instead?
I should expect "no speech" at all, but it still says "screen locked", "ringer 
vibrate", etc.

What version of the product are you using? On what operating system?
Latest from Market / Android 2.3 Gingerbread on Droid 4.

I don't really see how this has anything to do with issue 91, since it doesn't 
behave as expected regardless of a reboot.  Issue 91 has been closed, and I 
haven't seen any difference in this behavior.
