[TalkBack] Preferences aren't loaded after device reboot

What steps will reproduce the problem?
1. Under Ice-Cream Sandwich, go into talkback settings, vibrate feedback and 
deselect that option. So far so good, vibrate feedback is disabled.
2. Reboot the phone. You will find that vibrate feedback has been reenabled.

What is the expected output? What do you see instead?
Expected result: the vibrate feedback option has been reenabled.
Actual result: The vibrate feedback setting is not honoured after a phone 
reboot.

What version of the product are you using? On what operating system?

Ice-Cream Sandwich 4.03
