about make #52

When I use make in tools/refer I got the follow:

# install pycocotools/mask locally process_begin: CreateProcess(NULL, # install pycocotools/mask locally, ...) failed. make (e=2): 系统找不到指定的文件。 make: *** [all] Error 2
