UI scale should stay the same regardless of pixel scale #338

I realize this may not be possible when pixel scale > UI scale, but would
it be a problem in the opposite case?

Note: referring to -1, -2, -3, and -4 settings for Menu_ratio in grafx2.ini 
rather
than the more dynamic settings.

Well it's a bit messy, technically when you use the pixel-scale grafx2 really 
thinks 
it's in 320x200 mode when the screen is 640x400.
But you're right, it would make more sense...
