It would be nice if you could switch between moving just the current layer
and moving all layers at once.

The right mouse button moves "all the visible layers", I'm not sure if it fully 
answers your need.

d'oh! that does answer my need, but the manual doesn't seem to mention this 
functionality. I can't check if it's in 
the program help at the moment, but I'm pretty sure I checked before posting.

Woops, we forgot to update the doc with all the layer changes.
Fixed in r1468 (both inline and online help)
