Corrupted image with the "scroll" tool #417

I've seen this bug more than once, when using the scroll tool heavily (I make 
fishes move for my nephew).
It only happens with multiple layers, when using a mix of scrolling with left 
and right mouse buttons, when some layers are hidden.
The pixel data of one layer becomes completely corrupted.
This is probably present in v2.2.

Fixed in r1748.
Scrolling the image with right mouse button while some layers were hidden was 
guaranteed to corrupt the hidden layers utterly, a critical problem because it 
was modifying older history steps, impossible to undo.
