Setup API documentation generator to CI #199

Use ApiGen

1. Set the generator to run whenever commits are made to budabot's svn.
2. Upload the resulting API documentation automatically to budabot.com --> ask 
CaptainZero if that can be done
3. Create custom templates which generate API documentation of all interfaces 
within budabot into Google's wiki-syntax
4. Set the CI to commit those wiki-documentations automatically to svn
